Did you know that during the second session of the ninety-fourth Congress, our government gave official recognition to the proposition that neighborhoods are a national resource? With the National Neighborhood Policy Act, passed in the fall of 1976, this was the first piece of legistative action occuring since the days of the Great Society Programs of the mid 1960's that attempts to define the needs of our urban neighborhoods. But can neighborhoods be simultaneously the interesting point for all of these contradictory trend and social problems?   How do we as individuals experience our neighborhoods?  What are the characteristics of a strong and real neighborhood?  Perhaps these important questions rest upon still another even more fundamental query;  What are the ingredents that go into creating the diversity of our urban neighborhoods?  Do all citizens have an equal postion at the table or are some of these Neighborhoods Associations pushing personal agendas?  Are they in place to control or are they just wasting time and taxpayers' money?  Are these just another layer of the power structure?  What are these Partnerships or are they dumping on other areas?  Are Neighborhood Associations a thing of the past?

Do you know the six major social functions of a Neighborhood?

We are starting to get folks asking questions and we do thank you for your contact. We

feel that answering them on a one on one bases is the best thing to do at this time.  Please check with the codes for both City and County to make sure your issues are covered under them.  If it's a code violation one can always contact Code Enforcement but if it's a property rights issue I do think an attorney is your only option.   Until we get our own property rights issues settled we will not post questions or answer here, we do hope you understand?
